A buying signal is a public fact that makes "why now" obvious. Hiring for the team that would use you. A new VP in the function. A post complaining about the workflow. A launch that will create operational mess. Funding that means they will spend. Those are fair to mention because they published them.

Weak signals: they work at a company in your TAM, they have the right title, they logged into LinkedIn. That is a directory, not intent. You can still write to them. You should not pretend they asked for it.

Two tests. Is it visible enough that naming it feels fair? Does it imply a problem you actually solve? A Series B is not a reason to pitch accounting software unless the rest of the profile agrees.
