Is CASL stricter than CAN-SPAM?

CAN-SPAM (US) lets you send commercial email with truthful headers, a physical address, and a working unsubscribe. CASL (Canada) is built more around consent, with real penalties. Implied consent exists in limited cases. Do not guess from a US blog.
